The Royal Borough of Kingston upon Thames has published the final version of its Local Plan and opened a Regulation 19 consultation, giving residents and stakeholders a last opportunity to comment before the document is submitted to the Planning Inspectorate.
What the plan covers
The Local Plan sets out the council’s blueprint for how the borough will evolve up to 2043. It addresses where new homes and jobs should be located and how community services, leisure, culture and green infrastructure will be provided. The council says the aim is to secure an inclusive and sustainable borough while protecting the qualities that make Kingston distinctive.

The consultation stage now under way is focused on legal compliance and whether the plan is sound. Members of the public have until 4 September 2026 to submit representations. Delivery so far and local impact
Council documents highlight recent delivery linked to planning activity. Over the past five years, the borough says it has secured £25 million in developer contributions intended for infrastructure and community improvements connected to new building.
- Funds have been applied to borough parks and to the new Kingston Leisure Centre.
- More than £1.5 million has been directed towards a new children’s home.
- Residents have begun moving into the first of the new homes at the Cambridge Road regeneration scheme, which will deliver 2,170 homes when finished.
Those developments illustrate how the Local Plan’s policies already translate into projects on the ground. Further phases of regeneration, housing delivery and associated infrastructure are contingent on the final plan and its examination by the Planning Inspectorate.
