Experienced NHS leader to steer Cardiff and Vale UHB through next phase
The Cardiff and Vale University Health Board has appointed Chris Bown as its interim chief executive as the organisation moves into the next stage of its improvement and transformation programme. Mr Bown will take up the post on 3 August, the board confirmed.
Mr Bown arrives with a lengthy record in senior NHS roles and a stated remit to improve access to care, support staff and secure sustainable services for people across Cardiff, the Vale of Glamorgan and neighbouring communities served by the health board.
"I am delighted to be joining Cardiff and Vale UHB and am looking forward to listening to colleagues, understanding their experiences and working together on the opportunities and challenges ahead," Mr Bown said.
Track record and immediate priorities
According to the health board, Mr Bown has more than 35 years of senior healthcare leadership experience and has served as a chief executive within the NHS for 25 years. His career has included work supporting acute, community and mental health services to respond to operational and financial pressures while maintaining a focus on quality and patient care.
He has also undertaken advisory assignments at home and overseas, including with NHS England and governments in Jersey and The Bahamas, experience the board says will inform delivery of its local priorities.
The health board has set out several immediate areas where the interim chief executive will be expected to focus:
- Improving access to care and reducing pressures on urgent and emergency services
- Supporting and retaining clinical and non-clinical staff
- Ensuring efficient use of resources to deliver sustainable services
Leadership change and context
Mr Bown succeeds Suzanne Rankin, who earlier this year announced she would leave Cardiff and Vale UHB to become chief executive at Hampshire and Isle of Wight Healthcare NHS Foundation Trust. Ms Rankin led the board for more than four years, a period during which it emerged from the COVID-19 pandemic and advanced plans under its Shaping Our Future Wellbeing strategy.
Her tenure saw work to strengthen partnership arrangements, address urgent and emergency care performance, and expand care pathways closer to home, as well as involvement in Wales’s Precision Medicine Portfolio, including Genomics Partnership Wales and the National Pathology Programme.

For residents, staff and partner organisations the change in leadership comes at a time when pressures on health services remain acute across Wales. The interim appointment is framed by the board as a period to consolidate improvements, continue transformation programmes and prepare for longer-term leadership arrangements.
Local NHS trusts and community providers will be watching closely for how the board balances immediate operational demands with longer-term reform, and what measures are introduced to relieve pressure on services while maintaining standards of patient care.
The health board said Mr Bown would focus on delivering sustainable health services and on continuing to develop models of care that keep people well and supported in their communities.
