Cumberland Council has confirmed that improvement works to the Dow Beck (Caldewgate) Culvert in Carlisle will start in August, with measures put in place to protect the road network and maintain drainage capacity beneath a busy dual carriageway.
What is being done and why
The culvert, which conveys water beneath one of Carlisle’s main routes, will undergo specialist strengthening repairs alongside resurfacing and utility improvements. The council says the scheme is intended to reduce the likelihood of future weight restrictions by improving the structure’s long-term reliability.
Contractor, programme and working hours
Following a competitive tender through Cumberland Council’s Capital Works Framework, Metcalfe Plant Hire Ltd has been appointed to deliver the project. Before the main scheme begins, United Utilities will undertake preparatory work to install equipment to isolate a nearby water main.
- United Utilities preparatory works: week commencing 27 July — expected to take around five days.
- Main improvement works: starting Monday 3 August — expected duration around four weeks.
- Target completion: early September 2026.
- Majority of construction activity will take place overnight, between 8pm and 6am, to limit daytime disruption.
Traffic and public transport changes
To enable the works to proceed safely, traffic management will be in place around Bridge Street, Bridge Lane and the Caldewgate junction. Although most construction will be carried out overnight, traffic management measures will remain in place during the day for preparatory activity.
The council has also announced temporary changes to bus services. The westbound stops at McVitie’s and Sainsbury’s will be suspended for the duration of the works. A temporary westbound bus stop will be introduced on Bridge Street, just west of the suspended stops, to maintain passenger access while the scheme is under way.
What residents and road users need to know
Drivers should expect changes to traffic flows and some lane restrictions while the traffic management is in place. Night-time working is intended to keep peak-time disruption to a minimum, but residents near the work sites may notice increased activity and noise during the 8pm–6am window.
