Drivers in Holybrook and Newbury face several weeks of disruption as essential utility upgrades prompt a series of road closures, traffic restrictions and a temporary 20mph limit along part of the A4. West Berkshire Council has issued multiple temporary traffic orders to enable gas mains replacement and electrical connection works over late July and August.
Where and when the restrictions apply
Works led by The Clancy Group for Southern Gas Networks will take place in Holybrook from 27 July to 21 August, while a separate electrical scheme by OCU Services will close part of Fir Tree Lane in Newbury between 17 August and 27 August. The council says the measures are required to facilitate safe working and maintain traffic flow on this busy stretch of the district’s road network.
| Location | Restriction | Dates | Notes |
|---|---|---|---|
| Mill Lane, Holybrook | Southbound closure between A4 Bath Road junction and Carters Rise | 27 Jul – 21 Aug | No right/left turns from A4 into Mill Lane |
| The Chase & Pollards Way, Holybrook | Full closures between Calbourne Drive and Ledbury Drive | 27 Jul – 21 Aug | "Buses only" restriction between Pollards Way and The Chase suspended; bus gate to be temporarily infilled |
| A4 Bath Road, Holybrook | Temporary 20mph speed limit | 27 Jul – 21 Aug | Applies for 100 metres either side of the Mill Lane junction |
| Fir Tree Lane at A4 London Road, Newbury | Road closed at the junction | 17 Aug – 27 Aug | Electrical works for a new connection serving West Berkshire Hospital |
Holybrook: closures, turning bans and a reduced A4 speed limit
The gas mains replacement programme in Holybrook will see a southbound shutdown on Mill Lane between the A4 Bath Road junction and Carters Rise. In addition, The Chase and Pollards Way will be fully closed between their junctions with Calbourne Drive and Ledbury Drive. To support traffic management during the works, turning movements from the A4 into Mill Lane will be prohibited in both directions, and the existing bus-only restriction between Pollards Way and The Chase is being lifted temporarily. The bus gate will be physically filled for the duration to permit controlled access as signed on site.
A temporary 20mph limit will be introduced on the A4 Bath Road for approximately 100 metres either side of the Mill Lane junction. This is intended to protect the workforce and adjust vehicle speeds where lanes may be narrowed or alignments altered by traffic management equipment.
Newbury: junction closure at Fir Tree Lane for electrical connection
From mid to late August, all traffic will be barred from using Fir Tree Lane at its meeting with the A4 London Road. The closure enables OCU Services to install an electrical connection linked to West Berkshire Hospital. Vehicles will be directed to signed diversions via Turnpike Road, the A4 London Road/Newbury Business Park roundabout, A4 Benham Hill and back along the A4 as necessary.
Parking restrictions, diversions and what drivers should do
To keep the routes clear for traffic flow and works vehicles, the council’s orders also suspend waiting on the affected streets and on their signed diversion corridors for the period of the schemes. Enforcement is expected throughout. Motorists are advised to allow extra time, follow on-street signage and observe the reduced speed limit where posted.
- No waiting on closed roads or designated diversion routes during the works windows.
- Follow signed diversions for Fir Tree Lane closures via Turnpike Road and the A4 corridor.
- Expect altered access in Holybrook, with no turns from the A4 into Mill Lane while works are in place.
Why the works are happening now
The Holybrook programme is being delivered by The Clancy Group on behalf of Southern Gas Networks to upgrade gas mains infrastructure. Carrying out utility works during the school summer period is a common approach used to manage demand on local roads, although congestion can still be expected at peak times around the A4 corridor and neighbouring residential streets.
In Newbury, the ten-day closure at Fir Tree Lane provides a window for OCU Services to complete electrical works to support a new power connection. That scheme is linked to provision for West Berkshire Hospital.
Staying updated
Further details, including any late changes to dates or phasing, are typically posted on the council’s traffic and travel pages and via on-street notices. Residents and businesses in the immediate vicinity should look out for letter drops or signage in advance of works commencing. Emergency access will be managed on site in line with the traffic orders and contractor plans.
With the A4 playing a central role in east–west movement through the district, the combination of lower speed limits, closures and turn bans will require patience from drivers. Planning journeys ahead, considering alternative routes and observing the temporary measures will help keep people moving while the upgrades are completed.
