Proposal would reuse town-centre building and add eight homes while keeping street access
Developers have lodged an application to convert a building on 5 North Street, Hailsham into residential accommodation, creating a total of eight flats if the scheme is given planning permission.
The submitted plans show the property would first be reconfigured internally to provide six apartments. A subsequent rear extension would then be constructed to add a further two flats, bringing the total to eight. The application has been registered with Wealden District Council under reference WD/2026/1241/FR.
Access, storage and conservation considerations
The proposal retains the existing pedestrian and vehicle access points, with the planning statement stressing minimal changes to the surrounding highway environment. Communal access is proposed via the current principal entrance at the front of the building, with an additional communal entrance to the rear providing access to parking, cycle storage and waste facilities.
"Existing pedestrian and vehicular access arrangements will be retained, utilising the established access points to the site. This approach minimises changes to the surrounding highway environment and makes effective use of existing infrastructure."
One flat would keep an independent entrance through an existing door on the front elevation. The scheme also proposes removal of later rear additions judged to be of limited architectural or historic value, on the basis this will enable refurbishment and long-term maintenance of the main building.
Heritage and town-centre location
Design materials submitted with the application argue the conversion will preserve the character and appearance of the Hailsham Conservation Area and protect the significance of the building, which is treated as a non-designated heritage asset in the documents. The developers set out the proposal as making efficient use of a sustainable, central location within walking distance of shops, services and public transport.

Local residents and interested parties can inspect the application and submit comments through the Wealden District Council planning portal using the application number above. The council will consider representations alongside statutory planning policies, highways implications and the views of conservation and environmental officers before reaching a decision.
The proposal adds to a continuing stream of town-centre residential conversions across the district as developers seek to meet housing demand while working within conservation constraints. If approved, it will increase residential capacity in central Hailsham but will also raise questions about parking demand, bin collection arrangements and the impact of the proposed rear extension on neighbouring properties — matters the council will need to weigh up in the coming weeks.
