Council schedules public hearing on more than $21.5m of capital spending
The City Council has published a package of proposed capital projects totalling in excess of $21.5 million and will hear public comment at its meeting on 3 August. The proposals are presented as bonding resolutions required to fund work identified for the start of fiscal year 2027, the city manager says.
Documents accompanying the council papers show the funding request is divided into three main areas: school improvements, other city initiatives and water and sewer infrastructure. Together these projects encompass building renovations, accessibility and safety upgrades, streets and greenway work, and essential utility replacement and treatment upgrades.
- Schools: $6.5m in total bonding, including $5m earmarked for elementary school upgrades.
- Other city projects: nearly $6.5m, with items such as a police station redesign and work on the Seacoast Greenway.
- Water and sewer: multi‑million dollar upgrades covering pipe replacement and wastewater treatment improvements.
Within the school allocation the city manager highlights several targeted interventions: comprehensive interior renovations at New Franklin School across two fiscal years, accessibility improvements, enhanced entrance security, asbestos removal, upgrades to air handling systems and expanded storage capacity. Additional sums are proposed for routine upkeep and improvements across the school estate.

The council memo sets out more detailed figures: $700,000 for maintenance across the city’s six school buildings; $500,000 for elementary playground upgrades intended to address accessibility and equity concerns; and $300,000 for building and grounds work such as paving and roofing.

For residents the proposals carry a mixture of immediate and long‑term consequences. School renovations aim to tackle overcrowding and bring older buildings up to contemporary standards for safety and accessibility; playground works target equity in outdoor provision for younger pupils. Meanwhile, investment in the police station and the Seacoast Greenway would affect civic services and active travel routes, and the utility works are intended to sustain reliable water and wastewater services.
The public hearing gives residents an opportunity to question priorities, press for alternative phasing or seek clarity on funding sources and timelines. City documents indicate bonding will be required to proceed; the council’s decisions in August will determine which projects move forward and when they begin.
