The consultant who recommended that Shropshire Council put Shirehall in Shrewsbury on the market did so without visiting the building in person, the council has confirmed.

Decision based on documents and finances, not fresh survey

Chris Buss of Darenace Ltd was commissioned by the council’s Section 151 officer, Duncan Whitfield, to carry out an independent review of the Abbey Foregate site. His report, which recommends selling the former county headquarters, was accepted by Cabinet on 14 July.

"A site visit was not required for the scope of the work he was asked to undertake, which focused on the council’s documented decision-making, financial position and future options rather than a fresh technical survey of the building."

Councillor Heather Kidd, leader of Shropshire Council, said the brief was to examine the decision-making to date using published council documents, assess the authority’s current financial position and set out options going forward. Cabinet agreed that, given the council’s finances, the earliest and best return could most quickly be achieved by marketing the site.

Why the council wants to sell

Shirehall is reported to cost the authority about £400,000 a year to run. The review says previously considered routes — including council-led redevelopment, affordable housing-led schemes, mixed-use redevelopment and joint ventures — were unlikely to meet the council’s immediate financial requirements.
