Carmarthenshire County Council is pressing property owners, leaseholders and developers to make the most of two grant schemes designed to bring vacant town-centre premises back into commercial use. The schemes — the Capital Development Fund and the Town Centre Vibrancy Fund — are intended to support the regeneration of high streets and primary shopping streets across the county.
What the two funds do
Both funds are backed by Welsh Government support through the UK Local Growth Fund in Wales, with the Town Centre Vibrancy Fund additionally funded by the UK Government Local Growth Fund and Carmarthenshire County Council. Each fund targets different parts of the county:
- Capital Development Fund — aimed at projects within the Ten Towns areas.
- Town Centre Vibrancy Fund — concentrates on the Primary Towns of Ammanford, Carmarthen and Llanelli, prioritising the return of ground-floor vacant properties to commercial activity.
Who can apply and conditions
Funding is available to both property owners and leaseholders. Applicants should note the following conditions before applying:
- A minimum lease term of seven years from the date of final payment is required.
- If a landlord is applying with the intent to let the premises, a pre-let agreement with a commercial tenant must be in place prior to submitting a full application.
- For properties owned by Carmarthenshire County Council, applicants must agree a minimum seven-year lease and engage with the council’s Property Department before submitting an application.
Timing and past projects
There is no fixed application deadline, but the council is urging potential applicants to come forward promptly to allow delivery within the current financial year. The council emphasises the importance of early engagement so projects can meet funding timetables and procurement requirements.
The funds have already supported a number of completed schemes across the county, providing examples of what the grants aim to achieve. Projects highlighted by the council include the redevelopment of Ty Glo in Laugharne and several completed initiatives in Newcastle Emlyn. Another example given is Emlyn Kitchens, a scheme finished around 18 months ago that the council says demonstrates the longer-term benefits of investment in local high streets.
