Hartlepool Borough Council’s planning committee has given the green light to a residential development of 81 homes on land at the corner of Coronation Drive and Warrior Drive in Seaton Carew.
What was approved
The scheme, submitted by Gleeson Homes, was originally for 151 houses in early 2023 but was amended last year to the smaller proposal now approved. The development will comprise a mixture of semi-detached and detached dwellings described in planning documents as catering for a range of household types.

Objections and council response
Seventy-one households lodged objections to the proposals, citing concerns including increased traffic and parking pressures, a perceived mismatch with the character of the surrounding area, and impacts on privacy and local wildlife. A public representation read at the planning committee referred to "risk to the public and environment", health and safety worries, wildlife impacts and possible land contamination.

Council officers said planning conditions will address a number of the issues raised. In particular, land remediation, monitoring and longer‑term surveillance were cited as covered by a condition attached to the permission. Officers also pointed out that remediation activity would be regulated via a permit linked to the Environment Agency, with both groundworks and the wider environmental context subject to control.
Decision and local significance
When the item was put to the vote at the planning committee meeting on 16 July, councillors approved the scheme by a majority: six votes in favour, three against. The approval marks a significant change for the seafront parcel of land west of Coronation Drive, which will now move towards construction following discharge of pre-commencement conditions.
