The council has opened a formal consultation on a new Dudley Borough Local Plan, inviting residents, businesses and community groups to comment on the framework that will guide development across the borough up to 2045.
Why a new local plan?
The decision follows national changes to planning legislation that mean the Dudley Local Plan—recently ratified by Full Council on 13 July 2026—now needs to be revisited. The new document will succeed the current plan when it is adopted and set out where and how homes, jobs and community infrastructure should be delivered across Dudley over the next two decades.
How to take part and the timetable
The initial consultation opened on 16 July 2026 and will run until 10 September 2026. The council says adoption of the new plan is expected around April 2029. To respond to the consultation the council directs consultees to its website.

Council view
Council leader Councillor Patrick Harley said that national changes to planning policy mean the authority must prepare a fresh local plan and that public input is central to shaping the borough's future:
"A local plan makes sure we’ve got enough homes, supports local jobs and businesses, helps create great places to live and builds strong communities. Because every planning application gets checked against the Local Plan, over time those decisions literally shape the whole borough. It sets out where development should and shouldn’t happen, so it’s important that we hear your views."
What this means locally
Local plans provide the rules against which individual planning applications are judged. Changes to the borough document could affect where new housing is allocated, the protection of green spaces, employment land supply and the provision of community facilities. Because the current Dudley Local Plan will remain in force until the new borough plan is adopted, there is a transitional period while the consultation and preparation proceed.
