Bidford residents have backed a parish council move to seek legal advice over the South Warwickshire Local Plan, after a packed public meeting where villagers voiced strong opposition to proposals that would bring thousands of new homes to the area.
Strong local opposition after plan revisions
At the Crawford Memorial Hall, about 200 people attended a meeting called by Bidford Parish Council to discuss the latest version of the Local Plan. Councillors voted unanimously to set aside £50,000 to obtain legal advice on whether the plan can be challenged.
Residents and elected members expressed alarm that, although the total number of homes earmarked for the village has been reduced in the latest draft — falling from 3,120 to 2,225 in the wider allocation — the scale of development remains unacceptable to many in the community.
Concerns over infrastructure and consultation
Speakers questioned whether promised infrastructure will be delivered alongside housing, and whether new facilities would be sufficient for a significant population increase. Particular concerns were raised about education provision, transport links and other village services.
Councillor Daren Pemberton (Con, Bidford East) told the meeting residents were angry and felt short-changed. He highlighted changes to earlier commitments on schooling, observing how ambitious suggestions for a new or expanded senior school have since been scaled back.
“I think that everybody was unsurprisingly against the scale of the development and I think it would also be fair to say that people were really angry about it all,”
Ownership of land and planning practicality
Bidford’s inclusion in the plan at a larger scale came as a surprise to many: previous drafts had suggested only a few hundred homes. Councillors pointed to the ownership of the land around the village as a factor shaping development pressures.
“The land in question is principally owned by the county council which of course will then be owned by the new unitary authority,” Cllr Pemberton explained, adding that this makes the area relatively straightforward for housebuilders to access. He warned residents felt they would “get shafted and only get the houses”.
What residents are asking for
At the meeting, objectors criticised what they described as a lack of meaningful consultation and pledged to resist the proposals through legal and planning channels. The parish council’s vote to allocate funds for legal advice is a preparatory step rather than the start of formal challenge proceedings.

If the Local Plan proceeds through the planning inspectorate unchanged, residents say they fear a significant expansion of housing without corresponding improvements to schools, roads and other services.
For now, the community is preparing to press the district council and the plan’s authors for clearer, enforceable infrastructure commitments and better engagement with affected villages as the Local Plan process continues.
