The council’s Cabinet has formally approved a package of recommendations designed to steer the future of the Library and Archives Service across North East Lincolnshire, agreeing measures to preserve staffed services, improve facilities and advance plans for Grimsby Central Library.
What was decided
At the meeting on 15 July, members endorsed the findings of the Library Services Select Committee and agreed a set of measures intended to strengthen the service’s contribution to the local economy and community life. The decisions give a practical steer to officers to take forward work on buildings, partnerships and business planning.
- Maintain professionally staffed libraries with a core on-site presence at key locations.
- Create a new Libraries Advisory Board to improve links between communities and the service.
- Commission research into the social and economic value of libraries.
- Progress improvements to facilities, including Cleethorpes and Waltham libraries.
- Explore temporary and interim options for a central library offer in Grimsby.
Grimsby Central Library: immediate works and longer-term plans
Cabinet also confirmed that urgent capital work will continue at Grimsby Central Library to stop further damage and to remove asbestos, with a tender process already underway. Officers have been asked to begin the early development of a full business case for the building’s regeneration and to engage heritage bodies to ensure important features are protected.
Plans include stakeholder workshops to help shape future uses, and the council has made clear the library’s regeneration will remain a component of the wider Grimsby Town Centre Masterplan. The Director of Economy, Environment and Infrastructure has been authorised to move the recommendations forward in conjunction with the Portfolio Holder for Culture, Heritage and the Visitor Economy.

Partnership, contracts and delivery
Further action includes a mutual review of contractual arrangements with Lincs Inspire Ltd to ensure they align with future service needs, the introduction of improved operational systems across sites and the preparation of detailed business cases where investment is required. The council set out that progress will focus on strengthening delivery and partnerships.

Why this matters locally
Libraries and archives are community hubs for learning, digital access and local history. The cabinet’s direction seeks to protect staffed services while opening a route to more extensive refurbishment of Grimsby’s central building. For residents, the decisions should mean continued access to staffed library services in the short term and a clearer prospect for investment and regeneration in the medium term.
Practically, the immediate outcomes to watch for are tender awards for the capital works at Grimsby Central, announcements on the composition and remit of the new Libraries Advisory Board, and the results of the commissioned work into the wider social and economic benefits of the service.
The directorate will now carry the recommendations forward, working with elected members and partners to produce the business cases and delivery plans that will determine what physical changes and service improvements follow.
